Telephone activation sounds old-fashioned, but it is an official Microsoft route that exists precisely for the cases where online activation cannot complete — a machine with no internet access, a server on an isolated network, or an online check that has been declined as a precaution.
When you need it
Use phone activation when the machine cannot reach the internet, when online activation returns a “cannot connect” or “activation limit” style error despite a correct key and edition, or when you have reinstalled on hardware that has changed significantly.
Step 1 — Open the activation wizard
On the machine, press Windows + R, type slui 4 and press Enter. This opens Microsoft’s telephone activation wizard directly. If it does not appear, make sure the product key has been entered first — the wizard needs a key present to generate an installation ID.
Step 2 — Select your country
Choose your country from the list. The wizard then shows a phone number and, more importantly, a long Installation ID split into groups of digits. Leave this window open; closing it generates a different ID and you would have to start again.
Step 3 — Get a Confirmation ID
Call the number and read the Installation ID to the automated system, which returns a Confirmation ID to type into the wizard. The automated line can be slow and unforgiving of misread digits.

Step 4 — Enter it and confirm
Type the Confirmation ID into the wizard and select Activate. The software should immediately report as activated. Verify on Windows with slmgr /dli in an elevated command prompt, or in Office under File → Account.
